Interchage Fees Capped

54 Senators voted to delay the cap on interchange fees which banks charge retailers.  Unfortunately, 60 votes were needed.  This is a big blow to the banking firms and it may not produce the results which some think it might.  Are retailers really going to pass on the savings to the consumers?  Highly doubtful!
